PEORIA, Ill. – A Peoria County Jail inmate has been charged with trying to arrange the murder of a man he’s accused of shooting back in April.

Peoria County Sheriff Chris Watkins tells 25 News, jail staffers on July 23 intercepted a letter in which Harper allegedly said he wanted the shooting victim killed.
Harper is charged with aggravated battery and unlawful possession of a weapon by a felon for an April 6 shooting on S. Western Avenue in Peoria.
The aggravated battery charge along with the new solicitation charge are Class X felonies, with each carrying a maximum sentence of 30 years behind bars.
Judge Katherine Legge has ordered Harper to remain in custody until trial. His arraignment is scheduled for August 29.
