PEORIA, Ill. – Peoria Police have identified the two adults involved in a police chase Tuesday morning that lasted more than two hours throughout the city.
18-year-old Daviere Dillard and Quinzell Foy were arrested, along with four juveniles after the chase ended near Bradley University.
Dillard is charged with robbery, unlawful possession of a stolen vehicle, unlawful possession of methamphetamine, aggravated battery, aggravated assault on a peace officer, mob action, aggravated assault, contributing to the criminal delinquency of a minor, endangering the life or health of a child and aggravated fleeing from police.
Foy was arrested for unlawful possession of a stolen vehicle, robbery, aggravated battery, mob action, contributing to the criminal delinquency of a minor and endangering the life or health of a child, among others.
The incident started after around 6:00 A.M. on Tuesday, with the group allegedly stealing a vehicle. The group reportedly attacked a student near Peoria High School, with the student needing treatment at a hospital.
Throughout the chase, the group allegedly attempted to run over several individuals near Peoria High and Richwoods High Schools. They also allegedly chased police vehicles, and threw weights and other objects at squad cars and other motorists.
The chase ended when spike strips were used in the area of Main and University near Bradley University.
Police Chief Eric Echevarria expressed frustration over the incident, saying the group “terrorized parts of our city” and that it was “extremely fortunate” that no one was seriously injured or killed.
Echevarria also called the incident a “parenting failure,” with juveniles committing violent crimes in the morning hours. He urged for reforms to the juvenile justice system.
