PEORIA, Ill. — A Peoria teen involved in a high-speed police chase through the city earlier this year has been sentenced to prison.
Quinzell Foy, 18, was sentenced Wednesday to 3.5 years in the Illinois Department of Corrections after pleading guilty to robbery.
According to the Peoria County State’s Attorney’s Office, Foy was one of several people in a stolen vehicle that led police on a high-speed chase through Peoria during the morning rush on Feb. 17.
Before the chase, prosecutors said Foy and the others attacked a 15-year-old student in the East Bluff as the teen was walking to school. Authorities said the group punched, kicked and stomped the victim before stealing the student’s iPhone and jacket. Prosecutors said Foy later admitted to recording the attack on his cell phone.
Foy was charged under Illinois’ accountability law, which allows someone who participates in a crime to be held criminally responsible even if another person commits the offense.
At Wednesday’s sentencing hearing, Judge Sean Donahue described the video of the attack as “atrocious” and determined that a prison sentence was appropriate. Prosecutors argued prison was warranted because of the violent nature of the robbery and the danger the group created during the subsequent chase.
Five other defendants charged in connection with the incident still have cases pending.
